    OneAmerica (formerly Hate Free Zone) is a Seattle-based nonprofit organization whose mission is to advance the principles of democracy and justice at the local, state and national levels through building power in immigrant communities, in collaboration with key allies. Since inception in 2001, OneAmerica has grown to become a nationally- and locally- recognized leader in advancing immigrant, civil and human rights. The successful candidate will be someone who is excited to join a fast-paced, results-oriented, creative and strategic staff of 16+ people working to advance rights for immigrants.

    The State Policy & Legislative Manager will be part of a three-person Policy and Advocacy department that will include a Director of Policy and Advocacy and a Policy & Research Associate. The Manager will have primary responsibility for leading state and local level legislative work, but will contribute to federal policy efforts and other responsibilities as assigned. This position reports to the Policy & Advocacy Director, once hired. In the interim, this position reports to the Executive Director.

    Responsibilities:-

    • Works as part of a collaborative and coordinated team with Policy and Advocacy Director and Policy and Research Associate to implement strategic and successful policy and legislative campaigns that advance the organization’s mission at all levels.
    • Leads the development and implementation of state and local level legislative campaigns that will advance specific policy priorities for the organization.
    • Builds network of informed and active legislators working with OneAmerica to advance pro-immigrant policies. Develops and maintains strong relationships with state and local legislators, and conducts grassroots and direct lobbying, as allowable under organization’s 501c3(H) election.
    • Identifies and writes, together with Policy & Research Associate, key materials, reports, fact sheets, toolkits and other materials that are needed to advance policy priorities.
    • Analyzes state and local policy and legislative proposals to understand impact on immigrant communities.
    • Coordinates state lobby days, candidates forums and other civic engagement activities.
    • Participates in state and local coalitions, including Win-Win Network and others as assigned.
    • Strengthens and develops new relationships to accomplish OneAmerica’s political and legislative issues and campaigns.
    • Assists the Executive Director and Policy & Advocacy Director in designing and staffing relations with senior level officials on the local, state and federal levels. Acts as a liaison with state and local government agencies and officials, and federal agencies and officials if assigned.
    • Advocates with and on behalf of community members on legislative issues and other policy issues.
    • Travels regularly to Olympia during state legislative sessions and across the state and country.
    • As related to a OneAmerica 501(c)4, supports efforts to track and evaluate candidate positions.
    • Files necessary reports tracking grassroots lobbying and other filing requirements with state and federal agencies.
    • Develops and recommends research and policy strategies that support organizing campaigns deemed to be of highest priority within OneAmerica. Works collaboratively with Organizing Department to utilize policy advocacy to help advance organizing efforts and vice versa.
    • Schedules meetings and provides training and materials to facilitate grassroots lobbying and community members’ engagement in and understanding of policy issues.
    • Engages experts, community and civic leaders, unlikely allies and elected officials in our policy discussion and programs.
    • Staffs, strengthens and expands organizational membership and monthly roundtable meetings. Represents OneAmerica, as assigned, on designated issues at public forums, field hearings and other outside organizational meetings and conferences.
    • Assists in communications efforts around policy priorities and advocacy.
    • Initiates, develops, responds to, evaluates, prioritizes and completes requests from peer and partner organizations for assistance on state and local policy and legislative action based on OneAmerica priorities.
    • Prepares testimony, speeches and comments for Executive Director, as assigned.
    • Effectively and rapidly synthesize complex policy issues and write materials suitable for distribution to a general audience through newsletters, e-alerts, and website.
    • With Development department, identify and contribute to fundraising proposals for policy and advocacy work.
    • Maintains and reports on program budget, as necessary.
    • Performs other duties as required to support OneAmerica’s mission.

    Qualifications:-

    • B.A. required. M.A. or equivalent years of work experience preferred.
    • Minimum of four to six years prior experience working at a senior level on legislative advocacy, preferably within the field of immigrant, civil or human rights. At least 2 years experience in immigration, naturalization, civil liberties or related social justice issues.
    • Demonstrated commitment to OneAmerica’s vision and mission.
    • Exceptional communication skills (verbal and written), diplomacy, and ability to work with and nurture relationships with wide range of stakeholders, including elected, policy makers and community members. High level of competency working with individuals and groups of diverse cultural and socioeconomic backgrounds.
    • Strong attention to detail, with ability to manage legislative appointments and scheduling, utilize spreadsheets to track legislative work, and other administrative tasks as necessary.
    • Strategic and innovative “Out of the box” thinker, with ability to develop and implement clear goals.
    • Strong relationship builder, with demonstrated ability to work across diverse communities.
    • Strong judgment, with ability to work in complex and political situations and to bring in expertise of Executive Director and Department Directors when necessary.
    • Strong team builder who can work under pressure, manage and meet multiple deadlines.
    • Ability to quickly and accurately synthesize complex policies and research.
    • Comfort with all technology, including ability to use on-line research services, MSOffice Suite and information systems for advocacy and grassroots lobbying. Comfort with Salesforce database and other e-organizing tools a plus
    • Valid Washington State driver’s license, insurance and access to a car required. Cell phone required.
    • Bi-lingual skills a plus!
