SENIOR TECHNICAL OFFICER FOR HIV/AIDS
Job Summary:-
In close coordination with the VP of Technical Services and Program Development and the Director of HIV/AIDS Policy and Program Development, the Senior Technical Officer for HIV/AIDS (STOHA) works to ensure the technical and programmatic quality of HIV/AIDS and interrelated programs throughout the organization. Specific responsibilities include complex program design and quality assurance; accessing and sharing state-of-the-art information, resources and best practices; identification of needs and provision, or management of the provision, of technical support/guidance to the field; facilitation of organizational learning and capacity building of field and international office (IO) staff; and complex program development, including fostering major strategic partnerships, planning, positioning, publishing, and proposal preparation for selected “major initiatives”, with the goal of strategically building resources (financial, material, institutional, and individual) for the successful growth and development of PCI’s HIV/AIDS and related programming and the organization overall.
In addition, in coordination with the VP for Technical Services and Program Development, the STOHA will provide leadership within the Program Operations and Development Department and to the organization overall, contributing to strategic planning, staff development, and the development and application of systems to ensure quality program development and implementation. The STOHA will work closely with Regional and Country Directors to identify opportunities for improvement of quality in technical and programmatic work being done at field level, and in strengthening lines of coordination and communication between IO and field in HIV/AIDS. The STOHA will also provide mentoring to senior staff at IO and in the field in HIV/AIDS as well as in international development and management in general.
Duties and Key Responsibilities:-
Quality Assurance
- Assess the need for technical assistance, support and capacity building throughout the organization
- Provide technical assistance, guidance and recommendations related to HIV/AIDS for maximum quality in program design and implementation
- Work collaboratively with Regional and Country Directors to facilitate the provision of technical assistance, support and capacity building for IO and field staff in order to contribute to the building of organizational capacity in HIV/AIDS
- Identify, access, share and facilitate utilization of state-of-the-art resources (technical, material, institutional and individual) throughout the organization
- Foster organizational learning and cross pollination of best practices throughout the organization, through sharing of information electronically, via workshops, tool kits, compilation documents, etc.
- Network with resources and potential partners and collaborators both internal and external to PCI
Program Development (the “P’s)
- Politics: Relationship building; identifying and proactively developing the appropriate key contacts and ensuring good relationships (with potential and existing funders, technical resources, etc)
- Partnering: Identifying and building relationships with strategic institutional partners in his/her technical area(s). Identifying and facilitating the implementation of joint proposals, joint projects, and partnership agreements to expand the quality and scope of this technical area(s).
- Publishing and Promotion: Identifying strategic opportunities to share PCI achievements, lessons, models and results in key conferences, publications and other venues. Ensuring technical quality of the publication or presentation and fostering the abilities of staff within the organization (IO and field) to similarly publish and/or present.
- Positioning: Proactively and strategically build PCI’s reputation, quality programming and resource base (materials, human, and financial resources) in this technical area. Develop short, medium and long term strategies for building the organization’s future, including relationships, partnerships and resources which will help to ensure future success in fundraising and program development.
- Planning: Participate in program planning and project design, including the selection of appropriate methodologies for capacity building, monitoring and evaluation such as indicator selection, and research, particularly related to any major initiatives affiliated with this technical area(s).
- Proposal preparation: Lead the development of successful proposal preparation and submission for selected major initiatives related to this technical area(s), including determination of effective proposal preparation teams, and making recommendations for appropriate allocation of human and other resources.
- “Precipitation”, “pay-off”, “payment”: Work to ensure that proposals submitted have the greatest possible likelihood of success and, if not, determine alternative strategies for submission of repackaged proposals.
Management of Selected Programs
- In consultation with the VP of Technical Services and Program Development, serve as overall program manager for selected major, multi-country or regional programs or initiatives which are particularly aligned with his/her technical area(s)
Position Parameters/Special Responsibilities Required:
- Must be able to travel at least 25% time.
- In coordination with the VP for Technical Services and Program Development, will provide leadership within PODD and to the organization overall.
- Contribute to Strategic Planning processes.
- Provide mentoring to senior staff at IO and in the field.
- Responsible for building and monitoring budgets.
Required Qualifications:-
- MPH or equivalent advanced degree; PhD preferred
- Nine to eleven years relevant professional experience, including international public health programming with an emphasis in his/her respective technical area(s)
- Experience with strategic planning and creation and implementation of organizational policy
- Seven years experience as a technical officer in his/her respective technical area(s)
- Five years relevant overseas experience
- Ten years experience managing complex programs within a non-profit or community agency, preferably in a developing country context and in his/her technical area
- Experience or familiarity with US government grant proposal preparation and regulations preferred
- Excellent communications and interpersonal skills, both written and verbal, including ability to effectively communicate across cultures
- Excellent program development and grant writing experience
- Excellent publishing and presentation skills and experience
- Experience and ability in capacity building in his/her respective technical area
- Ability to work independently and as part of a team
- Fluency in English. Proficiency in Spanish preferred
- Computer literacy; familiarity with word processing, spread sheet and data base software required
- Must be able to travel internationally (at least 25%)
