Jane is committed to improving the lives and
challenges of young people impacted by war
through innovative, youth-led programs.
Jane believes that young people affected by
armed conflict are critical sources of social
entrepreneurship, whose constructive capacities
and new ideas are grossly under-supported,
with devastating effects for both them and society.
Jane has been a relentless advocate for the rights and well-being
of refugee and displaced persons, particularly young people and
women. As the public information officer and interim Washington
representative for the Church World Service Immigration and
Refugee Program, she worked for refugee relief and helped generate
grassroots action for refugee protection, including removing antirefugee
provisions from proposed 1996 US Immigration Reform
legislation. She worked with young people emerging from extremely
difficult circumstances by guiding them to advocate globally for youth
and child rights.
These and other experiences revealed to Jane the power and
importance of young people to take action to protect and care for
themselves in the absence of adult support systems. As senior
coordinator and director of the Children and Adolescents Project
at the Women’s Commission for Refugee Women and Children,
Jane researched, wrote and published the seminal study, Untapped
Potential, Adolescents Affected by Armed Conflict. She spearheaded
groundbreaking research together with young people from war
ravaged areas as Kosovo, northern Uganda and Sierra Leone.
The research effort initially involved 150 youth but expanded
exponentially to finally harness the efforts of over 2,300 of their peers
and adults. Statistics from the research exposed patterns in risks and
abuses young people experience in the face of conflict and revealed solutions to individual and societal problems that would shape
program and policy improvements.
Jane provides technical assistance to the United Nations, nongovernmental
and governmental agencies by instructing employees
on program tools and guidelines supporting young people’s rights.
She has authored numerous reports, currently engages in extensive
public speaking and teaches at NYU and other educational venues.
She served as advisor for youth protection and development for the
International Rescue Committee and as social affairs officer for
the United Nations Program on Youth. As lead editor of the World
Youth Report 2007 Jane advocated for the creation of new youth
development indicators including important youth and armed
conflict benchmarks.
Jane is developing global interagency guidelines for working with
young people in emergency and transition situations. She wants to
improve research on youth and conflict and to expand youth-driven
approaches to constructive change in war and other crises.
